The study identified the underlying reasons for the lack of adoption of low-flush toilets in South Africa and proposes several recommendations to address them, including:
- Standardizing water efficient toilet terminology in South Africa
- Enacting water efficient accommodations in the National Sanitation Policy (2016)
- Developing a national policy on water efficient technologies
- Adopting and developing a Water Efficiency Labelling and Standards (WELS) rating system for water efficient appliances and fixtures
- Investing in research and development to improve the performance and affordability of low-flush toilets.
- Raising awareness of the benefits of low-flush toilets among consumers and policymakers
The study also proposes a Policy and Regulatory Toolbox to provide practical guidelines to assist cross-functional organizations, including government, to have access to structured and relevant information that will enhance the adoption and uptake of low-flush / water efficient toilets.
